Responding to Sexual Violence: How (De-) Politicization and Technicalization Shape Donor-Funded Interventions

This article introduces an analytical framework for studying and interpreting the sometimes surprisingly different ‘shapes’ (key topics approaches) of donor-funded responses to sexual violence in after armed conflict. Our highlights processes politicization, depoliticization, technicalization their influence on interventions. Drawing available studies, published documents, our own field research Democratic Republic Congo (DRC) Sierra Leone, we show that since early 2000s have taken remarkably shapes – despite emergence influential international policy narratives roughly similar forms both contexts. A focus context-specific reveals how these differences came about persisted over time. (De-)Politicization as a ‘weapon war’ DRC led medicalized security-centred statebuilding interventions county's eastern conflict zones. By contrast, Leone framed addressed ‘domestic violence’ even before war had officially ended. We find emerged from initial (de)politicization driven by ‘first responders’ contexts, which created enduring path dependencies.
